Satirical Work Description
In this biting satirical work, we follow the misadventures of Viktor Stampovich, a mid-level bureaucrat who discovers that his department's primary function is to create problems that other departments can then solve, creating an endless cycle of bureaucratic futility. Through Viktor's increasingly absurd encounters with circular regulations, contradictory policies, and meetings about meetings about meetings, the author exposes the Byzantine nature of modern administrative systems. The story reaches its climax when Viktor attempts to submit a simple form and finds himself trapped in a Kafkaesque nightmare of interdepartmental referrals, each more bewildering than the last. This sharp social commentary uses humor to illuminate the very real frustrations citizens face when navigating institutional bureaucracy, while also questioning whether these systems serve any purpose beyond their own perpetuation.
